Now that I look at it again I worry that the wording about the court case is misleading:

What I meant to say is that the fishing companies are challenging the government's decision to make marine sanctuaries, which will force the fishing companies to change their methods. The fishing companies are sueing the government, but their case is week. The last court decision found in the government's favour.
The problem is that the fishing companies have millions of dollars so they can and are going to just keep appealing the decision. This means that the government can't enshrine the legislation untill all the appeals have been finnished or else exhausted.
I don't mean to slander the fishing companies, but they are probably using the court system of appeals to put off the inevitable changes they will, and I think should have to make in this case.
